The use of automobile Level of Service (LOS) standards in environmental review has for many years been criticized as anti-environmental, promoting automobile travel over the development of other modes, and impeding in ll development. In 2013, Governor Jerry Brown signed Senate Bill 743, directing the Office of Planning and Research to update the transportation metric used in CEQA. This session will focus on OPR and Caltrans’ collaboration in developing methods of transportation analysis under CEQA, the expected outcomes of these new methods for sustainable development, and provide a developer’s perspective on what these important updates can do for infill.
