Required Skills / Experience / Education

Skills and Abilities: Plan, organize, control and direct the operations, activities, and services of the Planning and Building Department; Supervise and evaluate the performance of assigned personnel; Monitor, analyze and modify policies, procedures and programs to enhance the effectiveness and operational efficiency of services, programs, activities and functions; Provide consultation and technical expertise concerning the operations, activities, and services of the Planning and Building Department; Communicate effectively both orally and in writing; Interpret, apply and explain laws, codes, ordinances, regulations, policies and procedures; Establish and maintain cooperative and effective working relationships with others; Operate a computer, assigned software and office equipment; Analyze situations accurately and adopt an effective course of action; Present information effectively for a wide variety of audiences. Knowledge of: Planning, organization and direction of the operations, activities, and services of a major organizational segment of a planning and/or building department; Terminology, concepts, methods and procedures involved in the management of planning or building functions; Applicable local, State and Federal laws, codes, ordinances, regulations, policies and procedures; Principles and practices of administration, supervision and training; Principles, methods, and practices of municipal finance, budgeting and accounting. Education Requirements: Any combination equivalent to experience and education that could likely provide the required knowledge would be qualifying. A typical way to obtain the education and experience includes: Graduation from an accredited four-year college or university with a bachelor's degree is required. Bachelor’s degree in urban and regional planning, architecture, landscape architecture, geography, natural resources management, environmental, physical or life science, engineering, architecture, construction management or a closely related field is preferred. A minimum of five (5) years responsible work experience in either private sector or local government management involving project management, strategic planning, budget, and personnel management including sufficient supervisory, coordination, project management and operational experience.

Salary Range

$133,253-$161,970

Other Benefits

CalPERS Retirement: 2% @ 55 for classic members, 2% @ 62 for PEPRA members. Health Insurance: 90% of premium paid by Town up to amount of Kaiser Health Plan. Employees covered by another insurance plan may be eligible for $500 per month in lieu of health coverage. Dental Insurance: 100% Dental paid by Town. Deferred Compensation: Up to 7% contribution by Town to match employee contribution. (Example: salary of $133,253 could have a contribution match of up to $9,327.71 per year.) Annual Paid Time Off: Vacation: Accrual of 10 days per year for the first 3 years of service Sick leave: Accrual of 8 hours per month with no accrual cap Holiday Leave: 120 hours, 12 regular and 3 floating holidays Admin Leave: 80 hours per fiscal year Additional Benefits: STD/LTD Life Insurance, Retiree Medical Program, Wellness Program, Monthly Cell Phone Stipend, Monthly Automobile Allowance, and Technology stipend every 3 years.
