The City of Yuba City is offering an excellent career opportunity in planning to be hired at the Associate or Senior Planner level! Associate Planner- The Associate Planner is responsible for performing difficult and complex professional planning work. This position falls within the First Level Manager bargaining unit and may exercise supervision over the work of subordinate personnel. Some key duties of the position include:
  • Supervising and participating in the conduct of complex planning studies.
  • Preparing research studies of land use and environmental impact.
  • Conducting investigations and making recommendations on matters relating to planning, zoning, and subdivision maps.
  • Coordinating and participating in the review of processing of various plans and applications for subdivision, housing and commercial development projects.
  • Reviewing and processing variances, land use permits and zoning amendments.
  • Reviewing building plans for compliance with zoning codes.
Senior Planner:  The Senior Planner leads, oversees and reviews all current and advanced planning projects and issues from original submission through final approval at the Planning Commission or City Council Level. Additionally, the Senior Planner is responsible for providing highly complex staff assistance to the Development Services Director. This position falls within the Mid-Manager bargaining unit and will exercise supervision over the work of Assistant/Associate Planners and front counter staff. Some key duties of the position include:
  • Coordinating and participating in the review and processing of various plans and applications for subdivision, housing and commercial development projects.
  • Coordinating the review of projects with other City departments, outside agencies, citizens, consultants, and developers as well as serving as staff liaison to the Planning Commission, ad hoc planning committees and City Council subcommittees.
  • Preparing staff reports with recommendations and presenting findings to the Planning Commission and City Council.
  • Preparing land use and environmental impact studies in conformance with state and federal laws as well as CEQA (California Environmental Quality Act), Subdivision Map Act, planning law and LAFCo (Local Agency Formation Commission).
  • Assisting in the preparation of the departmental budget including performing budget and expenditure review and making recommendations.
  • Overseeing consultants in preparation of environmental studies, Environmental Impact Reports (EIR), Specific Plans, etc., including the development and negotiation of complex contracts and their on-going administration.
For a complete list of the essential functions and knowledge, skills and abilities required for each level of the position, please review the job descriptions: Associate Planner and Senior Planner Development Services Department - Planning Division: Through development and implementation of the City's General Plan, Specific Plans and the Zoning Ordinance, the City’s Planning Division provides assistance to ensure that future growth and change happens in accordance with the community’s adopted vision. The Planning division provides services including: Development review for current planning projects, design review, environmental review to implement the California Environmental Quality Act (CEQA), long-range planning services, including general plans, infill development, and strategies for new growth, urban planning to ensure design and historic preservation remains intact, and support staff to the Planning Commission.

Required Skills / Experience / Education

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Associate Planner: Education: Possession of a bachelor’s degree from an accredited college or University. An emphasis in Planning, Community Development, Urban Design, or a related field is preferred. Experience: At least two (2) years of recent, increasingly responsible, full-time professional planning experience or an equivalent combination of training and experience which demonstrates the potential to perform the required duties of the class. An employee in this class is expected to obtain a Land Use and Environmental Planning Certification or have equivalent education within 3 years from the date of appointment. Senior Planner: Education: Possession of a Bachelor’s Degree from an accredited college or university with an emphasis in Planning, Community Development, Urban Design or a related field; or possession of a bachelor’s degree from an accredited college or university with a land use & environmental certification or equivalent. Experience: At least three (3) years of recent, increasingly responsible, full-time professional planning experience including one (1) year of supervisory experience. Licenses and/or Certificates Required: Possession of a valid California Class C driver’s license is required. $79,428.00 - $111,036.00 Annually
