Job Description
GovOwl builds permit, inspection, and code enforcement software for small California counties. We are expanding into Building & Safety and Planning and need a senior consultant who has lived the cross-department workflow at a small California jurisdiction.
Required Skills / Experience / Education
What we need help with (the three areas):
- Building plan check workflow. Multi-reviewer routing, conditions, deferred submittals, revision cycles, state-mandated review timelines.
- Planning & land use permitting. Zoning, conditional use permits, variances, subdivisions, how Planning hands off to Building.
- Single-permit multi-department sign-off workflow. One permit (e.g., ADU, septic, subdivision) formally routed through Planning, Building, and Environmental Health for sequential or parallel sign-off before issuance.
Required background:
- Preferably a Director or senior manager who oversaw (or other title that was deeply involved in) BOTH Building and Planning at a California jurisdiction under 100,000 population.
- Personal experience with single-permit cross-department routing – not just “the depts talked to each other,” but a formal multi-dept sign-off workflow on a single permit record.
- ICC certification (CBO, Plans Examiner) OR AICP planning credential are preferred
- Working knowledge of CA codes: Title 24, CalGreen, CBC, and CA zoning law.
- May be actively employed or retired
The work:
- 4-8 weeks, approximately 20-40 hours total
- Fully remote, mostly on your schedule
- Starts immediately
- Help us scope the three areas above
- Review our software designs/screens and provide feedback
- Occasional Zoom calls with our internal team and clients
