Job Description
Job Description: We are seeking a Senior Planner to work within the professional planning series in Greater Los Angeles County, CA area. It is distinguished from the Associate Planner position because it involves professional- level duties and judgment. The Senior Planner researches, analyzes and prepares reports and recommendations on planning related issues of minimal to moderate complexity; makes oral and written presentations; and performs related professional and technical planning duties as assigned. Job Duties: 1) Processing development project applications and providing case management services. 2) Providing responsive customer services by phone, by email, by mail, or in-person at various locations including the Department’s Headquarters and East Los Angeles and Southwest Field Offices. 3) Tracking application status through various data management tools. 4) Coordinating with various workgroups, task forces, or other County and State departments. 5) Training and providing technical guidance to subordinate staff. 6) Attending and making oral presentations at public hearings before the Hearing Officer, Regional Planning Commission, and/or Board of Supervisors. Typical or example tasks to be performed are as follows:- Process development project applications, including ministerial site plan reviews, zoning clearances, zoning conformance reviews, coastal development permits, conditional use permits and other discretionary permits, and subdivisions; prepare and review staff reports, California Environmental Quality Act (CEQA) compliance documents, findings, and conditions of approval; and provide overall project management.
- Provide in-person customer services at Department headquarters or Field Office locations.
- Answer public inquiries by phone, mail, email, video call, or in person. Use computer programs or planning applications in carrying out work related to proposed development projects, such as accepting applications; processing fees; reviewing site plans and maps; and/or preparing reports, maps, spreadsheets, databases, and/or graphics.
- Meet with property owners, developers, engineers, architects, and other individuals to explain County processes and Subdivision and/or Zoning Code regulations and interpretations.
- Investigate and analyze property ownership, recorded property ownership, and zoning histories.
- Gather and consolidate data from public records and other sources to assist in the development of written staff reports in support of recommendations for official action.
- Conduct field inspections, prepare staff reports and public notices, coordinate with other public agencies, and follow all other necessary procedures for public hearings.
- Prepare and make oral presentations regarding development project applications, zoning regulations, and other planning related information to civic, community, governmental, professional, and/or other interest groups at advisory committee meetings and public meetings.
- Participate in, or host coordination meetings, task force meetings, and workgroup meetings with other County and State agencies and departments to build valuable working relationships with those outside the Department and resolve project challenges.
- Work collaboratively with colleagues within the Department and at other County departments, and with individuals in other organizations, to resolve problems related to the development and entitlement process, such as land use compatibility issues and zoning enforcement complaints.
- Ability to work remotely with no in-person managerial oversight while still completing assigned tasks on time.
- Ability to accommodate a changing work schedule and/or work location on short notice to respond to staffing needs.
- High responsiveness to email, instant message, and phone communications.
- Adaptability to a high volume, complex work environment.
- Comfortable working with various data tracking systems to track and provide up-to-date information on tasks and assignments.
- Ability to communicate land use and zoning concepts in Spanish preferred.
Required Skills / Experience / Education
II. Requirements/Qualifications - The Consultant’s proposal must demonstrate that the on-call contract planner at the level of Senior Planner assigned to the project possesses the following qualifications: Degree* + Four (4) Years of Experience - Degree* means graduation from an accredited college or university with a specialization in City/Urban Planning, Environmental Studies, Geography, Urban Studies, Public Administration, Public Policy, Landscape Architecture, Architecture, Urban Design, or a closely related field. - Must possess Four (4) or more years of professional planning experience working directly for or providing contract planning services to a city or county-level public agency.US Citizenship Required?
