Job Description

The City of Redondo Beach seeks a Waterfront Manager to help oversee the City-owned harbor area. The City’s Harbor and Pier area occupies over 150-acres of land and water and is comprised of a combination of publicly accessible open space and private commercial businesses that operate on publicly owned land through leases. The position will be tasked with providing real estate and financial advisory services for City-owned asset management, as well as lead pivotal new construction projects that will revitalize and enhance the various public amenities within the waterfront. Revitalization of the waterfront has been a key strategic priority for the City for many years. In 2022, the City Council approved a new vision called the “King Harbor Public Amenities Plan”, inclusive of over 40 projects meant to upgrade the recreational and operational needs within the waterfront. Examples of projects listed in the new vision include a new public boat launch, a revitalized Seaside Lagoon, an upgraded pedestrian walkway, and various projects to address sea level rise. The projects will serve as a system within which other revitalization efforts can occur, including attraction of private investment and improving the recreational, educational, and entertainment offerings available to residents and visitors. The Manager will report directly to the Waterfront Director with six direct reports, including two City employees and four contract employees. Required Skills / Experience / Education

This position requires: Knowledge of: Materials, equipment, regulations, principles, procedures and/or practices necessary to perform required duties including but not limited to; budget preparation and review; basic principles and practices of public administration; lease and contract negotiations; basic principles of planning theory and practice; effective employee supervision and training; effective public speaking; and research methods and statistical analysis. Ability to: Write complex reports; present facts and recommendations clearly in written, oral and/or graphic form; plan and coordinate the work of subordinates; supervise professional, technical, clerical, and contract personnel engaged in the waterfront and economic development in a manner conducive to full performance and high morale; establish and maintain effective working relationships with other employees, the public, appointed officials, and elected officials; efficiently and effectively manage the daily operation of the waterfront; administer contracts and maintain accurate records, prepare and administer a budget; demonstrate initiative; work independently; formulate and enforce policies and procedures, think critically; and legally operate a motor vehicle in the State of California, Skills in: Basic English language; basic mathematics and calculation; customer service; public speaking; developing and delivering presentations, report-writing; and preparation of official business correspondence. Fluent in use of MS Word, MS PowerPoint, MS Excel, MS Outlook and collaboration tools such as Zoom and MS Teams. Required Education and Experience: A bachelor’s degree in public or business administration, finance, engineering, real estate management, urban planning or a closely related field and five (5) years of progressively responsible experience with local, county, state, and/or federal government work experience performing similar duties. Two (2) years of supervisory experience with local, county, state and/or federal government is required.

Salary Range

$92,340.00 - $119,436.00 Annually, with available public agency longevity pay
